R. Julio Aleman – Criminal Attorney

R. Julio Aleman concentrates his practice in criminal defense, the defense of serious traffic offenses, the defense of peace and protective orders, and the defense of administrative hearings that often stem from alleged violations of the law. Mr. Aleman began trying serious criminal and traffic cases on behalf of defendants virtually immediately after joining the Maryland Bar. Since he had started trying cases while he was still a law student, Mr. Aleman had already acquired trial skills to obtain full acquittals as soon as he began representing criminal defendants. Mr. Aleman won his very first jury trial, his very first DUI hearing before the MVA, his very first coram nobis hearing to vacate an old criminal conviction, and his very first liquor board hearing to save a business’ alcohol license.

Although every case is different and has its own unique set of facts, Mr. Aleman has obtained acquittals in various types of cases. In March 2011, he represented a suburban Montgomery County mother with a Ph.D. from an Ivy League university who was charged with 134 counts of prescription fraud. The prosecutor dismissed 108 counts. Mr. Aleman obtained a not guilty verdict on the remaining 26 counts. In 2011, he won an MVA hearing on behalf of a woman who drove her car into a house and faced the loss of her license for refusing an alcohol breath test. Mr. Aleman saved her license. In 2012, the prosecutor in a Howard County case dismissed criminal and traffic charges in the middle of trial after a cross examination of the police officer and won a motion to suppress the defendant’s arrest. Also in 2012, a jury in Baltimore County acquitted Mr. Aleman’s client of a domestic violence charge after deliberating for less than 20 minutes. Also in 2012, he convinced the Montgomery County Liquor Board to re-instate the license of a nightclub that was the subject of numerous police complaints, including a complaint that a patron threw a cinder block on a police cruiser from the roof of the night club.

From 2013 through 2015, Mr. Aleman took a break from criminal defense and became a lawyer and lobbyist for The Maryland-National Capital Park and Planning Commission. While lobbying for the Park and Planning Commission, Mr. Aleman learned how to do legislative research to determine what the legislature’s intent was when enacting certain statutes. Mr. Aleman also successfully prosecuted an Internal Affairs case against a Park Police officer accused of misconduct, and he successfully defended the Commission in personal injury suits.

Mr. Aleman returned to criminal defense in October of 2015. In June 2016, Mr. Aleman obtained a full acquittal after a bench trial in a DUI case in which his client crashed into a police cruiser. In September 2016,Mr. Aleman represented a bar facing the loss of its alcohol license after a patron allegedly died of alcohol poisoning outside the establishment and after another allegedly-drunk patron, on a different date, started a fight in the bar, crashed into parked cars as he was leaving the bar, and then challenged police officers to a fight. Mr. Aleman convinced the Montgomery County Board of License Commissioners to suspend the bar’s license for 10 days instead of revoking it outright. In October 2016, Mr. Aleman and firm partner Carlos J. R. Salvado obtained a not-guilty verdict in a sex abuse of a minor and second-degree rape case—the jury deliberated for less than three hours even though the trial lasted 5 days. In March 2017, Mr. Aleman represented a man charged with first-degree rape and other sexual offenses in Prince George’s County for allegedly forcibly raping a woman in front of her two-month-old baby. The State dismissed the charges after Mr. Aleman successfully filed motions to suppress the defendant’s statement and to permit Mr. Aleman to ask the alleged victim about various consensual sexual encounters supporting the conclusion that she was a prostitute who falsely accused the defendant due to a fee dispute. In 2017, in Anne Arundel County, Mr. Aleman convinced the State to dismiss the charges against a client charged with attempted first-degree murder. Although Mr. Aleman always tells his clients that he cannot guarantee any particular result in their case, he can guarantee that he will use his best efforts to obtain the best result he can get under the facts of each particular case.

Mr. Aleman is a native of El Salvador who grew up in Rockville, Maryland, since age 10. He obtained his undergraduate degree from the University of Maryland at College Park in 2003, and he obtained his law degree from the Penn State University Dickinson School of Law in May of 2008. He has been licensed to practice law in Maryland since December 2008.
